Abstract
Starting in the eighteenth century, the humanitarian movement had as its objectives the reduction of suffering, the abolition of cruelty and the institutionalization of compassion through legislation. "Organized moral indignation" became the principal driving force of the movement and its method was the mobilization of public opinion (Kitson Clark, 1962: 38).
